Forget Saratoga, This is #1 !
Forget Saratoga this one is the grand daddy of them all. Dating back to 1838, Historic Track Goshen was the first recognized track built in the United States. Controlled for years by the Harriman family it was turned over to a private non profit organization with the stipulation that upon the death of E. Roland Harriman that the first track to offer pari-mutual wagering in New York, would discontinue wagering.
The track itself which houses the Harness Racing Hall of Fame was designated a National Historic Landmark in 1966. The original track was a 1/3 mile circle, which was converted to the current half mile oval in 1873.
In today's era Historic Track runs one week of Grand Circuit racing with no pari mutual wagering.
